Philippine food processors climb two ladders at once: the regulatory one that keeps them legal, and the certification one that wins them buyers. The certification ladder has three rungs — HACCP, ISO 22000 and FSSC 22000 — and choosing the wrong rung wastes money in both directions. Sterling International Consulting implements all three at plant level, from single-line processors to multi-site manufacturers, and tells you honestly which level your customer contracts actually demand.
The ladder: HACCP, ISO 22000, FSSC 22000
HACCP is the foundation: hazard analysis and critical control points, the Codex-based method of identifying where biological, chemical and physical hazards enter your process and controlling them there. ISO 22000 wraps that method in a full food safety management system — management responsibility, prerequisite programmes, traceability, emergency readiness, continual improvement — certifiable and internationally recognized. FSSC 22000 takes ISO 22000 and adds sector-specific prerequisite programmes plus scheme requirements such as food fraud mitigation and food defense, earning the GFSI recognition that global retailers and multinational buyers write into supplier contracts. Each rung contains the one below it.
Licenses keep you legal; certification wins you buyers
Certification never replaces regulation. A food establishment operates under FDA licensing and the good manufacturing practice expectations that come with it — that is the legal floor, and no certificate substitutes for it. What certification does is answer the question the law does not: why should a demanding customer choose your plant? Supermarket accreditation teams, food-service chains, exporters’ buyers and multinational principals audit suppliers against certified systems because a certificate from an accredited body is evidence they can verify without flying to your factory. The two ladders reinforce each other; a well-built FSMS makes regulatory inspections calmer too.
Which level your buyers actually require
Read your contracts before buying certification. Supplying wet markets, small retail or institutional canteens: documented GMP plus HACCP certification is usually the right-sized investment. Supplying supermarket chains, food-service brands and hotel groups: ISO 22000 is the level their accreditation checklists most often name. Exporting, co-manufacturing or supplying multinationals and private labels: expect a GFSI-recognized scheme, which in practice means FSSC 22000. Certifying above your commercial need spends money on plaques; certifying below it loses the account. We map this in the free consultation.
Implementation on a working production floor
Food safety systems are built where the product moves. Our consultants work at your plant: prerequisite programmes matched to your actual facility — sanitation, pest control, allergen segregation, utilities — hazard analysis with your QA and production leads, CCP monitoring your line staff can run, traceability with a tested mock recall, and training delivered per shift. Then internal audit, management review, and the certification body’s audit with us beside you. Typical timelines for a single-site plant: two to three months for HACCP, three to four for ISO 22000, three to five for FSSC 22000 — shorter when a working system already exists.
Where we work, and what it costs
We implement nationwide — Luzon manufacturing corridors, Visayas processors, and Mindanao’s agri-export belt, including General Santos, the tuna and agro-processing hub, and clients like M.O.’s Food Product in Koronadal. Cost follows plant size, lines and shifts, sector category, system maturity and the certification body; see the ISO 22000 cost guide and the requirements explainer, then request an itemized quotation with certification body fees shown separately.

ISO Certification for Food Processing Companies in the Philippines — FAQs
Do we need HACCP certification before ISO 22000?
No. ISO 22000 already embeds the HACCP method inside its management system, so most companies certify directly at the level their buyers require. A working HACCP system does shorten an ISO 22000 project substantially — the hazard analysis and CCP monitoring carry over.
Is FSSC 22000 mandatory for exporting food from the Philippines?
Not by law — export legality runs through FDA and the importing country’s requirements. Commercially, though, many multinational buyers, retail chains and private-label principals require a GFSI-recognized certification such as FSSC 22000 before the first purchase order, so check your target buyers’ supplier standards before deciding.
Does ISO or FSSC certification replace FDA licensing?
Never. FDA licensing and GMP compliance are legal requirements for operating; certification is a voluntary, market-facing credential built on top of them. Auditors will expect your regulatory obligations to be met — a certified system actually makes that easier to evidence.
How long does food safety certification take for one plant?
Typical single-site timelines: two to three months for HACCP, three to four for ISO 22000, three to five for FSSC 22000, including the certification audit. Plants upgrading from a working lower rung land at the short end; multi-site and highly seasonal operations need more calendar.
