FSSC 22000 Certification in the Philippines — Cost, Process & Timeline

Home FSSC 22000 Certification in the Philippines — Cost, Process & Timeline

FSSC 22000 is the GFSI-recognized food safety certification that major retailers and multinational buyers require — and for Philippine food manufacturers it is usually the difference between staying a local supplier and winning supermarket chains and export contracts. Sterling International Consulting implements FSSC 22000 end to end: gap assessment at your plant, system build on an ISO 22000 foundation, training, internal audit and support through the certification audit. Typical timeline: three to five months.

What FSSC 22000 adds on top of ISO 22000

FSSC 22000 is not a different philosophy — it is ISO 22000 made benchmarkable. The scheme combines three layers: the ISO 22000 food safety management system itself, sector-specific prerequisite programmes from the ISO/TS 22002 series (far more prescriptive than ISO 22000 alone about sanitation, pest control, allergen segregation, utilities and maintenance), and FSSC’s additional requirements — food fraud mitigation, food defense, allergen management and label control among them. The result carries something ISO 22000 alone does not: recognition by the Global Food Safety Initiative (GFSI), the benchmark that supermarket chains, food-service groups and multinational manufacturers write into their supplier requirements.

Who needs FSSC 22000 in the Philippines

Three groups, in practice. Exporters selling into markets and customers that demand GFSI certification before the first purchase order. Manufacturers supplying large domestic retail chains, whose supplier accreditation checklists increasingly specify a GFSI-recognized scheme rather than plain HACCP. And processors supplying multinational brands under co-manufacturing or private-label arrangements, where the principal’s global quality policy sets the bar. If your buyers only require HACCP or ISO 22000, start there — we will tell you honestly in the free consultation which level your customer contracts actually demand, because certifying beyond your commercial need wastes money.

How we implement FSSC 22000 at your plant

If you already hold ISO 22000 or run a working HACCP system, FSSC 22000 is an upgrade project: we gap-assess against the ISO/TS 22002 prerequisite programme for your sector and the FSSC additional requirements, close the differences, and prepare you for the scheme audit. Starting from scratch, we build the full system in one integrated project — hazard analysis and CCP monitoring, prerequisite programmes matched to your facility, food fraud and food defense assessments, traceability and recall testing, and role-based training from production floor to management review. Note one scheme feature your team should expect: FSSC includes unannounced surveillance audits, so we build a system that runs daily, not one that gets dressed up before visits.

FSSC 22000 cost in the Philippines

Cost follows plant size, number of lines and shifts, sector category, existing system maturity and the certification body you choose. Ranges sit above plain ISO 22000 because audit durations are longer and scheme fees apply — see the ISO 22000 cost guide for the base picture, then request an itemized FSSC quotation with certification body fees shown separately.

FSSC 22000 Certification in the Philippines — FAQs

Is FSSC 22000 better than ISO 22000 certification?

Not better — benchmarked. FSSC 22000 contains ISO 22000 in full, then adds sector-specific prerequisite programmes and scheme requirements, and carries GFSI recognition. If your buyers require GFSI, only FSSC 22000 or an equivalent benchmarked scheme satisfies them; if they don’t, ISO 22000 may be the right-sized investment.

Do we need ISO 22000 certification first before FSSC 22000?

No separate certificate is needed first. FSSC 22000 certification includes the ISO 22000 requirements within its own audit, so most companies go directly to FSSC. An existing ISO 22000 system shortens the project substantially because only the prerequisite programmes and additional requirements need upgrading.

How long does FSSC 22000 certification take in the Philippines?

Three to five months for most single-site manufacturers: gap assessment first, then prerequisite programme upgrades, food fraud and food defense assessments, training and internal audit, then the two-stage certification audit. Plants upgrading from a working ISO 22000 or HACCP system land at the shorter end.

Are FSSC 22000 audits unannounced?

Partly, by scheme design: after initial certification, FSSC requires that at least one surveillance audit in each three-year cycle be unannounced. That is a feature, not a threat — it rewards companies whose system genuinely runs every day, which is exactly how we build yours.
